A metered call you cannot pay for gets HTTP 402 with a top_up_url in the body, so an agent with no browser still knows where to send you. Nothing is charged for that call. A watchlist delivery waits up to a day for credit, then goes out once the account can pay.
No. A request reserves the records it may return, the page is capped to that hold, and the unserved part is refunded when the response closes. Any non-2xx response refunds the whole hold.
Yes, 60 requests a minute per API key on /v1 by default. A 429 means wait and retry, not loop.
